Desk parameters GET
The base fee tier (bps, charged to the maker in the pair's quote instrument) and the makers a taker can invite right now — house makers plus registered makers whose stream is open. The fee that applies to a trade is the RFQ's own `feeBps`, sized by the ticket's USD notional when the RFQ is created.
